My hypothesis is that the apostles generally considered themselves independent of one another, each having the right to preach the Gospel and found and care for churches without the intervention or management of the others.

Tertullian teaches that Jesus alone was guaranteed never to fall into error. Every other person’s faithfulness must always be tested by the teaching of Jesus.
